This program is a merit-based award to New York high school graduates who have achieved academic excellence as a high school student and who enroll or plan to enroll in a public or private New York college or university. Applicants must be legal residents of New York and U.S. citizens or eligible non-citizens. Students must graduate from a New York high school with two of the following: a minimum 3.3 GPA; designation 'with honors' on a New York State Regents diploma or a score of three or higher on two or more Advanced Placement examinations; or ranked within the top 15 percent of their high school class.
