Applicant must be a child (16 to 25 years of age) or surviving spouse (who has not remarried) of a deceased member of the U.S. armed forces who died in service in the line of duty or from a wartime service-connected disability after discharge, a 90% disabled member or 100% disabled member, including 100% due to individual unemployability, (rated by the U.S. Department of Veterans' Affairs), a POW, or MIA. Applicants must be children or surviving spouses of United States Armed Forces veterans who died or became at least 90 percent disabled in service or from a service-connected disability incurred during wartime. Deceased veterans must have been a Louisiana resident for at least 12 months before entering the service, and disabled veterans must have lived in the state at least 24 months prior to the dependent's admission into the program. Spouses must use the program within 10 years of establishing eligibility, and children must be between 16 and 25 years of age.
