Applicants must be U.S. citizens or legal residents. They must be Oregon residents, be graduating high school seniors and have a GPA of 3.45 to 3.55. Applicants who owe a refund on an educational grant or who have defaulted on an educational loan are ineligible. Selection is based on financial need.
